to a date and to a place to be fixed by the Chairman of the meeting and intimated to the members of the Council. At such adjourned meeting five members shall be a quorum.

8. The Chairman of the Council-and in his absence the Vice- Chairman--shall take the Chair at every meeting. In the absence of the Chairman and Vice-Chairman, the meeting shall appoint their own Chairman, with full powers.

9. Every question submitted to the meeting shall be decided in the first instance by a show of hands, and in the case of an equality of votes the Chairman shall have a casting as well as a deliberative

vote.

10. The Chairman of the meeting may, with the consent of the meeting, adjourn the same from time to time and from place to place, but no business shall be transacted at any adjourned meeting other than the business left unfinished at the meeting from which the adjournment took place.

11. (1) The Council may appoint such Committees as they think Provided fit and delegate thereto any of their powers and duties. that——

(a) The powers and duties delegated to each Committee and its terms of office shall be laid down definitely by the Council.

(b) Every Committee shall cause minutes to be kept, and shall report its proceedings to the Council at such time and in such manner as the Council shall appoint.

(c) No expenditure shall be incurred by a Committee without

the consent of the Council.

(d) The quorum of a Committee shall be three, unless the Council

fix a larger number in the case of a particular Committee. (2) The Council shall designate one of the members of the Committee to be the Convener. The Registrar shall act as Secretary to each Committee. Meetings of a Committee shall be convened by the Registrar on the instructions of the Convener, or on the requisi- tion of two members. Subject to these provisions, these Rules, so far as relating to the procedure of the Council, shall apply with the necessary modifications to the procedure of Committees.

12. All accounts shall be examined by the Registrar and laid by him before the Finance Committee, who shall report them to the Council, and such accounts as are allowed shall be initialled by a member of the Finance Committee for payment.

13. All cheques for the payment of money shall be signed by a member of the Finance Committee and countersigned by the Registrar.

14. At every ordinary Council meeting the Registrar shall present a statement of the Council's financial operations in the current financial year up to the date of the previous meeting, and such statement shall show the balance at the credit or debit of the Council for the time being.

15. All Minutes, Registers, and Records shall be open to the General. inspection of Members of the Council during the Registrar's business hours.

II. FORMATION, MAINTENANCE, AND PUBLICATION OF THE Register

16. The Register shall consist of the parts specified in Section 2 (2) Register.

of the Act, with the addition of the following parts :—

(1) A supplementary part containing the names of nurses trained in the nursing of persons suffering from infectious diseases; and

(2) A supplementary part containing the names of nurses trained

in the nursing and care of Mental Defectives.

17. The Register shall be formed of a list of the names of all persons who have paid the application fee determined by the Council from time to time, and who-

(1) Satisfy the conditions for existing nurses as laid down under Section 3 (2) (c) of the Act, and in these Rules, and are

existing nurses or nurses in training before the issue

of these Rules" within the meaning of these Rules, and have either obtained their training or any part thereof in Scotland or are now resident or practising there,

or

(2) Satisfy the Council as to their general education, their training and their experience in the nursing of the sick, as prescribed in the Rules made by the Council, and that whether they have taken their qualifying training in Scotland or not.

18. The Register shall be maintained by the retention of the Maintenance names of persons paying the annual fee determined by the Council of Register. from time to time, and the admission of such names under the Rules and the deletion of such names under the Rules as the Council may direct from time to time.

19. The Register shall be made up to the 31st December in each Publication

and Contents year, and shall, if the Council so determine, be published as soon as
